Referring to my Confidential Despatch of the 2nd. April, 1914, I have the honour to state that the lietherlands India Government have asked the approval of this Government to a new form of contract in respect of labour in the Banca tin mines.

This contract does not differ materially from
the old contract except in one particular, regarding which I enclose a copy of a report from the Secretary for Chinese Affairs. In view of this report I have caused the Netherlands India Government to be informed that this Goverment is prepared to accept the revised
form of contract.
